Art in the face of evil - The Sixth Sacrum Art Triennal
Sacrum Art Triennal has been organized at the City Art Gallery in Czêstochowa since 1991, each time under the auspices of the Minister of Culture. Triennal throughout the years – since 1991 up till now – has managed to earn the name of a prestigious, famous and respected event in Poland. It has also resulted in international contacts. We have succeeded in gaining cooperation with people of distinction from the world of culture and science, we have splendid friends. Three times (1994, 1997, 2003) Sacrum was an open competition, where numerous interesting works of art could be found, we have always presented creations of outstanding Polish artists, as well. Over 400 artists have participated in our exhibitions up to date.
From the Fourth Edition , the programme of Triennal has been broadened and it has become a festival of arts related to the experience of sacrum. Therefore, along with exhibitions of works of art, we present theatre performances, happenings, film reviews and a musical programme, as well.
Each edition of Triennal has its own motto – a leading idea. We do not consider this motto as a strictly defined determinant, but rather as a question regarding the most basic experiences.
For the purposes of the Sixth Sacrum Triennal of Art we have adopted the motto: Art in the face of evil. What is most interesting for us in the current edition is how contemporary art deals with the experience of evil, which can be explained most comprehensively with reference to the sacral sphere.
We intend to invite fine artists for a international competition within the scope of Triennal. We propose Hiobe as a “leading” symbolic character, representing a variety of problems, such as, among others, faultless misery, temptation, “The Other One”, revolt, tragic existence and unverifiable belief.
The organizers are planning the following events within the scope of Sacrum Sixth Art Triennal - Art in the face of evil.:
- a post-competition exhibition
- authors’ exhibitions (including one selected through a competition for curators)
- a conference
- theatrical performances
- a film review
- a musical programme
The role of the partners:
- to announce competition for fine artists within the scope of Triennal and to choose the art works for laureate’s exhibition
- to prepare thematic exhibition – „Art. in the face of evil”
- to prepare with us tournee of laureate’s exhibition and the exchange of thematic exhibitions between galleries
- to take part in preparation of conference „Art. in the face of evil”
- to take part in preparation of theatrical and musical programs

PROJECT: An European Wine Museums Network
COUNTRY: Italy
DESCRIPTION: 1) Meetings and exchanges between cultural operators and those who work in the field, in the different European wine museums, with the aim of promoting a vocational and qualified training, with an higher mobility of the operators in order to support the diffusion of best practices.
2) Innovative and experimental activities linked to the wine-culture
(tastes, festivals, conventions, workshops, expositions and thematic
exhibitions)
3) Performances and theatre tales conceived and realised by companies
of young artists, with the wine as central topic.
4) Teaching laboratories for a food education and a knowledge of the
European enological culture. As a consequence, the local products (wine and characteristic products) will be exported in the partner museums in order to diffuse and promote in other countries the local traditional wines.
Approximately the project will start at 9/9/2006 and finish at 9/5/2007.

CO-ORGANISER OR PARTNER: The County Museum of Natural Sciences Prahova

BRIEF REPORT: The County Museum of Natural Sciences Prahova is a special kind of cultural-scientific institution that does research and educates at the same time. The complex structure is meant to research, store, exhibit, share information over the vast domains where the HUMAN is the main ACTOR.
Everything is done for educating and forming the human personality.
The museum came to being in 1956 and since then managed to gather a patrimony of 40.000 exhibits (palaeontology, mineralogy, petrography, inferior and superior plants, invertebrates, birds, mammals, trophies, conserved human anatomical parts collections).
The museum also has the only Laboratory of Bio-Chemical and Mineralogical Research for Historical Monuments in Romania, and the development of the museum’s departments led to the creation of a network of local museums in Prahova County.
For the past 15 years the museum has been successfully initiating informal education programmes (interactive lessons with pupils from schools) on various topics, temporary exhibitions and annual national and international symposiums.
This year we already organized two interdisciplinary symposiums: "Creation and Evolution" and "Everything about Salt". For October 2005, we already started preparing the 16th edition of the "Nature and the Man"
international symposium. This year the main topic will be the water.

Acest apel pentru propuneri se refera la proiecte care au in vedere implementarea Articolului 7 (4) (actiunea 1 din Decizia nr. 20/2004/CE adoptata de Parlamentul european si de Consiliul din 8 decembrie 2003, privind stabilirea unui cadru general pentru finantarea actiunilor comunitare pentru sprijinirea politicii de protectie a consumatoruli pentru perioada 2004 – 2007.
CINE POATE SOLICITA FINANTARE:
Solicitantii pot fi stabiliti in urmatoarele state:
- cele 25 State Membre ale Uniunii Europene;
- statele AELS si SEE: Islanda, Liechtenstein si Norvegia.
- statele in curs de aderare: Bulgaria si Romania.
Pentru proiecte care solicita finantare comunitara de maximum 50% : contributiile financiare pentru proiecte pot fi acordate oricarei persoane juridice sau asociere de persoane juridice, inclusiv organisme independente publice si organizatii regionale de protectie a consumatorului, care actioneaza independent de industrie si comert si sunt de fapt responsabile pentru implementarea proiectelor.
Pentru proiectele care solicita finantare comunitare de maximum 75% : nu pot fi acordate contributii financiare decat proiectelor propuse de organizatii ale consumatorilor din Noile State Membre sau candidate, care actioneaza independent de industrie si comert si care sunt de fapt responsabile de implementarea proiectelor. In proiect trebuie sa fie implicate organizatii ale consumatorilor din cel putin alte trei state eligibile.
ACTIVITATI ELIGIBILE:
Toate proiectele trebuie sa contribuie semnificativ la realizarea urmatoarelor 3 obiective fundamentale care sunt definite in Articolul 3 din Decizia nr. 20/2004/CE adoptata de Parlamentul european si de Consiliul din 8 decembrie 2003, privind stabilirea unui cadru general pentru finantarea actiunilor comunitare pentru sprijinirea politicii de protectie a consumatoruli pentru perioada 2004–2007.
- Un nivel ridicat de protectie a consumatorului, mai ales prin stabilirea unor reguli comune de protectie a consumatorului si practici de integrare a intereselor consumatorului in alte politici comunitare;
- Implementarea eficienta a regulilor privind protectia consumatorului, in special prin monitorizarea pietei, cooperare la nivel administrativ si de implementare, acces al consumatorului la infomatie despre servicii si produse non agricole, cat si la mecanisme de rezolvare a reclamatiilor si disputelor;
- Implicarea temeinica a organizatiilor consumatorilor in dezvoltarea politicii de protectie a consumatorului si a altor politici comunitare care afecteaza interesele consumatorilor.
Pentru proiectele ce solicita finantare comunitara de pana la 50% se pot remite propuneri referitoare la orice tema sau subiect pe care partenerii de proiect il aleg ca fiind relevant pentru realizarea obiectivelor precizate mai sus.
Pentru proiectele ce solicita finantare comunitara de pana la 75%, pe langa obiectivele precizate anterior, aceste proiecte trebuie sa vizeze grabirea aplicarii eficiente a acquis-ului comunitar privind protectia consumatorului in Noile State Membre sau candidate.
Pentru perioada 2004-2007 Comisia propune acordarea finantarilor cu prioritate proiectelor care implica organizatii ale consumatorilor din Noile State Membre si statele candidate.
BUGET
Bugetul total de co-finantare a proiectelor in 2005 este estimat la 2,5 milioane euro.
CONDITII DE FINANTARE:
In principiu, sprijinul financiar comunitar nu poate depasi 50% din totalul cheltuielilor legate de implementarea activitatilor eligibile.
DURATA PROIECTULUI:
Durata proiectului nu ar trebui sa depaseasca 36 de luni.
TERMEN LIMITA:
Solicitantii trebuie sa trimita proiectele nu mai tarziu de 16 septembrie 2005.

International festival and conference in Saint Petersburg
On the whole the project is dedicated to the problems of modern state and development of European music art in the epoch at the beginning of a new century. To define these problems more precisely and clearly there have been planned various practical and theoretical events that are to present contemporary European music in different ways. Most attention will be paid to the problems of contemporary composing and performing creativity.
The project proposed consists of the following parts:
1. International festival of young performers Stars of New Europe;
2. International conference European Music in the Epoch of Globalization;
3. Master classes for young performers and Workshops for young composers;
4. Multimedia school – video and audio sessions dedicated to performers and composers of the past and the present, to the connections of music with visual forms of art, to the use of new technologies.
The project takes place in Saint Petersburg, Russia

While working out the conception of the project and suggesting that certain events should be included in it, the authors of the project pursued the following objectives:
Objectives of the general order:
• Expansion of European cultural space at the expense of more intense involvement of new countries – members of EC and Russia.
• More close co-operation of representatives of different national cultures of Europe.
• Increase of interest in contemporary music art in different European countries and in a new European space on the whole.
Creative objectives:
• Revealing of new trends in contemporary European music.
• Revealing of the relations with the traditions of the old European musical schools and new trends connected with global changes in European space.
• Revealing of the present level of mutual relationships and mutual influence of national European musical schools and correlation of positive and negative results of this process.
• Revealing of relations of contemporary music with other kinds of art and features of this process at a national and all-European levels.
As a result of carrying out of all project parts the authors and the organizers are expecting to obtain the following results:
• Better comprehension of present state of European musical art and the prospects of its development.
• Knowledge of the tendencies of the musical art development in different European countries including Russia.
• Establishment of closer contacts among the musicians of different European countries including Russia.
• Skills improvement of musicians – festival participants and students of workshops and seminars.
• Musicians’ concert repertoire enlargement as a result of knowledge of contemporary music of different countries.
• Attraction of music agencies attention to young musicians – festival participants.
• The opportunity to organize such festivals once in two years in different cultural centers of Europe.
Project leader – Interproject CZ o.p.s. (Czech Republic) and co-organizers of the project will take an equal part in all stages of the project preparation:
• The project general conception elaboration;
• Detailed theoretical and practical preparation of all parts of the project;
• Participation in the proceedings of the project organizing committee which is to consist of the representatives of all project co-organizers;
• Proposal and confirmation of candidates from their countries to take part in the festival, conference and workshops.
The authors of the project presume that it would be extremely useful to collaborate on European level to achieve the purposes of the suggested project as it may lead to the following positive results:
• drawing into the project as many interested parties as possible;
• attracting attention of respective European institutes, the press and wide publicity;
• rise of the project status due to EU Commission support;
• expectation of the project higher effectiveness.
The project fulfillment will be mostly profitable for:
• Festival participants – young European musicians;
• Conference participants – musicologists, composers, performers;
• Master classes and conference participants – young Petersburg musicians and composers;
• Audience (the concerts are to be free of charge);
• Music agencies and producing firms;
• Project leader and co-organizers for their future activities.

What is Youth Career Initiative?
A Programme of The Prince of Wales International Business Leaders Forum (PWIBLF) that enables international hotels to provide a six month education programme for high school graduates YCI programmes are conducted by hotel management teams and combine both theory and practical instruction. It utilises the existing resources and expertise of a five star / full service hotel.
In Romania the program is developed in partnership with LEADERS Romania, the foundation dedicated to the development of young leaders and entrepreneurs in various sectors of the society.
What would I gain from participating in the YCI?

- Applicants must be 18 years old by commencement of the programme.
- You must have conversational English language ability.
- Applicants should have good health and stamina
- Applicants must have an interest in interacting with other people
- Applicants should have basic computer skills
- Applicants should not be involved in any other form of education during the programme.

Reguli si eligibilitate
Ambasada Marii Britanii la Bucuresti organizeaza, în parteneriat cu Institutul European din România, un concurs adresat studentilor români în contextul Presedintiei britanice a Uniunii Europene.
Studentii care frecventeaza cursurile de zi sunt invitati sa trimita o lucrare pe tema "România stie mai mult despre Uniunea Europeana decât UE despre România". Materialele trebuie sa fie în limba engleza si sa se încadreze în limita a 3 000 de cuvinte.
Participantii trebuie sa prezinte clar aspectele relevante si sa-si argumenteze pozitia. Primii cinci finalisti vor fi invitati sa-si prezinte lucrarile în public si sa-si sustina punctul de vedere în cadrul unei dezbateri cu publicul si cu invitatii. La finalul dezbaterilor juriul va selecta cei trei câstigatori.

Reguli si eligibilitate
Concursul, organizat de Ambasada Marii Britanii la Bucuresti, se adreseaza tuturor liceenilor din România.
Desfasurarea concursului
Prezinta-ti propria viziune despre România în Uniunea Europeana. Prezinta-ti ideea alegând dintr-o varitate de formate, cum ar fi fotografii, prezentari în PowerPoint, pictura, sculptura sau orice alt format care ti se potriveste. Lucrarile scrise trebuie sa fie în engleza. Originalitatea si creativitatea sunt apreciate. Da-ti frâu liber imaginatiei!
Lucrarile prezentate trebuie sa fie creatie proprie, având clar mentionate numele, adresa, vârsta si scoala unde esti elev.
Premii
Câstigatorul primului loc va petrece o zi cu Ambasadorul Marii Britanii la Bucuresti si va primi o camera foto digitala si carti în limba engleza.
O agenda electronica si carti în engleza, inclusiv un dictionar, vor fi înmânate câstigatorului locului doi. Premiul trei consta în carti în limba engleza.
Toti câstigatorii vor primi un cadou cu logo-ul Presedintiei britanice a Uniunii Europene.

An international jury of experts will evaluate the projects, determining an overall winner and two finalists for each category. Finalists will attend the WSIS as official WSYA delegates.

Proiectul Tinerilor Profesionisti (Young Professionals Scheme - YPS) reprezinta o initiativa importanta in cadrul programului de reforma a administratiei publice din Romania si este finantat de Uniunea Europeana prin programul Phare 2003.
YPS contribuie la aplicarea principiilor de baza ale managementului modern la toate nivelurile administratiei publice din Romania. Proiectul isi propune sa realizeze si o schimbare a viziunii asupra profesiei de functionar public. O noua generatie de lideri va fi promovata in administratia publica, generatie care sa fie pregatita si hotarata sa puna
in aplicare atat principiile moderne ale managementului public, cat si valorile spatiului administrativ european. In primul ciclu al acestui proiect, au fost instruiti 129 de tineri.
Ciclul 2 ofera 100 de locuri functionarilor publici, pentru un program de formare specializata unic, care include cursuri modulare la Institutul National de Administratie din Bucuresti, cu stagii in administratia publica din Romania, urmand ca pana la 75 dintre stagiari sa beneficieze de o perioada de practica in Uniunea Europeana pe baza performantelor obtinute. Daca esti functionar public, cu o varsta de pana la 35 de ani, cu minim 12 luni de experienta in administratia publica, acest program cu
durata de un an iti poate oferi abilitatile si aptitudinile cerute functionarilor publici moderni, iar ca absolvent vei beneficia de o cariera intr-un sistem de promovare rapida, ca manager public.
Ciclul 2 ofera de asemenea 50 de locuri tinerilor absolventi de invatamant superior, pentru un program de formare specializata cu durata de 2 ani.
Proiectul Tinerilor Profesionisti este implementat de un consortiu format din sase institute europene cu expertiza in domeniul formarii profesionale, in stransa colaborare cu Unitatea Centrala pentru Reforma Administratiei Publice (UCRAP) din cadrul Ministerului Administratiei si Internelor, cu Institutul National de Administratie (INA) si cu Agentia
Nationala a Functionarilor Publici (ANFP). Cele sase institute europene care fac parte din consortiu sunt: British Council (Marea Britanie), European Institute of Public Administration (EIPA, Olanda) College of Europe (Belgia si Polonia), EGIDE (Franta), BDPA (Franta) si Deutscher Akademischer Austausch Dienst (DAAD, Germania).

Comunitatea Flamandă
Art. 14.3.1.: 3 burse pentru stagii de specializare cu durata de 10 luni fiecare;
Art. 14.3.2.: 6 luni ? bursă fractionabile în perioade de min. 3 luni pentru stagii de cercetare;
Art. 14.5.: 2 burse* pentru cursuri de vară de limbă și cultură neerlandeză, organizate fie de Centrul Universitar Limburgs, fie de Universitatea din Gent. Aceste cursuri se adresează studenților de la secțiile de limbă neerlandeză din cadrul facultăților de limbi străine. Candidații trimit formularele de înscriere, obligatoriu semnate de către profesorul de limbă neerlandeză direct la Serviciul administrativ al instituției de învățământ superior din Belgia.
Comunitatea Franceză
Art. 14.1.: 18 luni ? bursă pentru stagii de specializare sau cercetare în domeniile: proiecte de cooperare științifică; interpretariat, limbă și literatură; drept public si administrativ, științe economice și sociale; istorie contemporană; gestiune în domeniul cultural; media (presă scrisă și audiovizual) și multimedia; studii europene și relații internaționale;
Art. 14.2.: 5 burse cu durata de o lună, pentru stagii de specializare, destinate funcționarilor din administrația centrală pentru următoarele specializări: studii europene (Universitatea Liberă din Bruxelles), diplomație și relații culturale internaționale, afaceri publice internaționale și europene (Universitatea Catolică din Louvain);Art. 14.3. o bursă* pentru stagiu de cercetare cu durata de o lună pentru studiul limbii și literaturii franceze din Belgia, oferită unui reprezentant al Universității "Babeș - Bolyai" din Cluj ? Napoca;
