We are a french public institution of the Ministry of Education and we
intend to submit a pre-proposal in the sectors of CONSTRUCTION and
FARM-PRODUCE INDUSTRY.
Our project will be to work on the link between adult training and
entrepreneurship in regard of territorial development / local economy. We
have the intention to realize a multidisciplinary partnership and for this
we are looking for :
- PUBLIC training centers working in these two specific fields

A aparut, in sfirsit, Apelul la candidaturi Socrates pentru 2006, de fapt (nu 2005, cum titreaza depesa Infoeuropa) - se cunosc acum, deci, si prioritatile si formatul candidaturii pentru etapa de pre-propuneri care are, pentru unele sub-programe ('masuri'), data limita la 1 noiembrie 2005.
Subsemnatul si/sau Bold Consultancy acorda consultanta pentru elaborarea de proiecte de acest tip pentru sub-programul Grundtvig (care vizeaza educatia adultilor), dar si privind chestiuni generale de abordare a solicitarii de finantare pentru Minerva (IDD si TIC in educatie). Pe forumul EuroAtlantic Club, la http://www.europe.org.ro/forum/viewforum.php?f=7, exista, din iulie 2004, un spatiu de consultare privind astfel de proiecte si el se va dezvolta simtitor incepind cu ultima saptamina din septembrie.
Curaj, deci Mai e un pic si ne luam adio de la Mesterul Phare - indrazniti, asadar, sa va ginditi la proiecte dezvoltate prin programe comunitare...
Aruncati o privire pe aceste site-uri, vedeti daca exista o compatibilitate intre acest program si profilul activitatilor din institutia dumneavoastra si treceti la munca: pentru proiecte de cooperare transnationala, cum sint cele finantate prin programele comunitare, termenul limita de 1 noiembrie este, deja, cam strins...
Mai jos, prioritatile tematice pentru Grundtvig, in 2006. Va rog sa notati discretul cuvint 'only' presarat ici-colo in text - ceea ce presupune ca, in 2006, NUMAI temele respective intra in vederile finantatorului.
Grundtvig 1: European Projects (indicative 2006 budget : 15,1 million
€)
In 2006, two distinct types of project will be supported, (1) European Cooperation Projects and (2) Grundtvig Training Courses, as set out below. Priority will be given to the Grundtvig Training Courses.
(1) European Cooperation Projects ("Grundtvig 1")
In 2006, only projects submitted in the following themes will be supported:
• Teaching and learning of foreign languages, regional and minority languages, and the languages of migrants and ethnic minorities in adult education;
• Learning in later life; Inter-generational learning;
• Parental and family learning;
• Strategies to promote effective alternative pathways into formal education, including access pathways to higher education for persons without formal entrance qualifications;
• Promoting adult citizens' awareness of Europe;
• Professionalisation of adult education (initial and in-service training of adult education teachers and other staff; quality assurance of services and institutions);
• Relationship between general and vocational education; workplace-based general learning;
• Adult education for marginalised or disadvantaged citizens, notably prisoners and exoffenders, refugees and asylum-seekers;
• Health education, including sport;
• Mathematics and sciences.
(2) Grundtvig training courses for adult education staff ("Grundtvig 1.1")
Projects developing a Training Course can have a maximum duration of two years. While the first year will normally be devoted to developing / updating the course, the second year should focus on testing the course with participants from the countries participating in the project itself, if possible in different countries and using various languages, and on organising the course on at least two occasions as an offering to Grundtvig 3 applicants Europe-wide.
Travel and subsistence costs for the participants outside the partnership will be covered by Grundtvig 3 grants and therefore should not be included in the Grundtvig 1 project proposal budget.
Priority will be given to proposals for Training Courses in the thematic areas indicated under European Cooperation Projects above, but good quality Courses on other topics may also be supported.
Grundtvig 4: Networks and Thematic Seminars (Indicative 2006 budget: 1,3 million
€)
In 2006, two distinct types of grants will be awarded:
(1) Grundtvig Network grants ("Grundtvig 4")
In 2006, new networks will be supported in the following thematic areas:
• Language learning in adult education
• Basic skills
• Adult learning opportunities for the disabled
• Adult learning opportunities through sport
• Art and Culture
• Education in prisons; education for social reinsertion of offenders
• Education in hospitals
• Gender issues in adult education.
Applicants are strongly encouraged to consult the information note which accompanies the call and will be made available during August 2005.
In addition, the Commission will consider applications for the co-funding of new work programmes of Grundtvig Networks for the period after the end of their present grant agreements, in the light of the proven performance of the Networks concerned.
In order to be selected, Grundtvig 4 network proposals should in particular demonstrate a partnership which is geographically broad-based and composed of strong and representative organisations with the potential to have a genuine multiplier function.

In cadrul Platformei CEFTAC (Central European Advocacy for a Fair & Transparent Competition) – proiect PHARE, fondat in octombrie 2004 cu sprijinul Uniunii Europene si coordonat de Fundatia EUROLINK-Casa Europei – va informam ca am initiat Biroul de Lobby ca departament intern specializat in furnizarea de consultanta in relatii publice si reprezentarea intereselor membrilor si partenerilor nostri. Mentionam ca prin reprezentanta Platformei CEFTAC deschisa la Bruxelles, Biroul de Lobby este conectat direct cu decidenti / persoane de contact din cadrul Comisiei Europene si Parlamentului European, precum si cu cele mai relevante retele si platforme repreprezentate la Bruxelles: Contact Group of the European Civil Society, EUROSTEP, CONCORDE, ECAS si altele.
Incepand cu toamna acestui an, inauguram primul ciclu sistematic de Sesiuni de informare, training si networking la institutiile UE din Bruxelles, prin intermediul carora reprezentantii mediului de afaceri, ai asociatiilor profesionale-patronale si din cadrul autoritatilor publice cnentrale-locale vor reusi sa inteleaga la fata locului ce este si cum functioneaza Uniunea Europeana, oferind o imagine din interior asupra programelor de finantare europene, in special acele linii financiare accesibile companilor si autoritatilor publice de care nu au profitat companiile si organizatiile romanesti.
Acest proiect este coordonat de Platforma CEFTAC, cu asistenta tehnica din partea partenerilor de consultanta: PHAETON GALA - PR & Lobby Consulting (Bucuresti) si Falling Apples - EU Strategy & Consulting (Bruxelles).
Programul accesibil ca formula de participare si costuri accesibile include 4 zile pline de training si vizite de documentare, combinate cu intalniri pentru lobby, stabilirea de parteneriate si participarea la evenimente publice in inima Capitalei Europei. Participantilor li se ofera posibilitatea intelegerii proceselor de luare a deciziilor a principalele institutii UE si a metodelor de influentare a acestora dupa apropiata aderare, precum si modalitati eficiente de a putea accesa si utiliza Fondurile (Pre)Structurale si de a perfecta relatii de lucru cat mai stranse cu institutiile si responsabilii acestor programme comunitare. Un accent deosebit este pus pe criteriile de eligibilitate, formarea consortiilor de parteneri, modalitatile practice de contractare/subcontractare de asistenta tehnica de care beneficiaza sau vor beneficia autoritatile si companiile romanesti.
Structura vizitelor cuprinde: sesiuni de lucru si discutii directe cu responsabili din cadrul departamentelor pentru Romania ale institutiilor UE; dezbaterea unor studii de caz de interes pentru participanti; vizite de documentare la departamente-cheie ale Comisiei Europene, Parlamentului European, Comitetului Regiunilor, Comitetului Economic si Social; intalniri pentru networking la reprezentantele oficiale ale unor regiuni europene vizate cu sediul la Bruxelles, firme de lobby europene si grupurile de interese economico-sociale reprezentate in cadrul CES; receptii/dejunuri de lucru la sediul Parlamentului European, Comisiei Europene, Misiunii Permanente a Romaniei pe langa Uniunea Europeana.
Programul se adreseaza unor grupuri compacte de minim 20-maxim 25 de persoane, cu posibilitati de acordare a unui discount de pana la 10% companiilor sau organizatiilor care sunt sau devin Parteneri Asociati sau Parteneri Oficiali ai Centrului de Ospitalitate al Platformei CEFTAC si inscriu cel putin trei participanti. In costurile participarii sunt incluse toate cheltuielile pe perioada vizitei. Companiile/agentiile interesate beneficiaza de posibilitatea de a fi prezentate ca sponsori/ mentori ai proiectului, in spiritul stimularii participarii pro-active si al promovarii brandurilor romanesti pe noua Piata Unica extinsa.

The Municipal Conservatoire of Neapolis (Thessaloniki, Greece) is going to apply for a Grant from the ‘CULTURE 2000’ FRAMEWORK PROGRAMME IN SUPPORT OF CULTURE. We urgently are looking for Music Organisations to participate in our proposed MULTIANNUAL COOPERATION AGREEMENT PROJECT (2006-2007-2008).
The cultural field under which we will apply for funding is PERFORMING ARTS (Music). During the PROJECT there will be exchanges of music ensembles, concerts and music happenings.
Our Conservatoire has a full Wind Band, a Big Band, a Rock Band, a Variety Orchestra, a Folk Music Ensemble and a Choir.

DESCRIPTION: The overall objective of the project consists in defining and promoting a new concept of an European "melting-pot" culture.
The project deals with different issues concerning immigration in European Countries and compares different changes and challenges that European cultures experience while encompassing extra-European cultures.
The general aim is to create and implement modules with which different national culture centres and university systems can experiment autonomously and in collaboration with each other, in order to:
1) study the various artistic and cultural traditions on a large, international, comparative basis, as well as raise awareness of the more "minor", less acknowledged artistic/theatrical cultures;
2) develop a theory of a general and comparative culture capable to give new strength and sustenance to the programs of theatre/art education that will be developed.
The main activity is the creation of a festival of "cultural mixture"
through the valorisation of artistic and cultural expressions of European "melting-pot" culture.
We mean it to be an itinerant Festival starting with a general Forum.
The Festival will develop through thematic seminars all through the European partner countries. Each stage will include a theatrical performance or some other artistic expressions concerning the issues of an enlarged European culture. The project will conclude with a Festival and a final conference to be held in Pisa.

BRIEF REPORT: Chamber music collegium "ARSMUSICA SHOUMEN" is non-governmental culture organization, which was found in December 13th,
2002 in Shoumen, Bulgaria. The founders of the collegium are 11 students and 2 young lecturers from Shoumen State University "Bishop Konstantin Preslavski", 4 young music teachers in secondary schools, 3 orchestrions from Shoumen philharmonic orchestra.
All singers are playing professionally different instruments, too - flute, oboe, violin, viola, cello, basso, guitar, piano, accordion, organ, bulgarian folk instruments kaval, tambura and e.t.c./. This gives a possibility for two additional orchestras in the collegium – string sextet and folk orchestra. The collegium is a leader on the field of youth projects in Shoumen region.
The collegium has got own demonstration centre "Music album of United Europe" equipmented with audiovisual and computer technique. It is supporting by Municipality of Shoumen, Shoumen State University, Ministry of youth and sport, Rotary club Shoumen and another sponsors. Since 1st Juny 2005 in the centre are working volunteers among members of the colleqium. They are organizing publics’ events privy to the music of countries –members of European Union. All students, members of the collegium, study additionally an art management and public relations in the art. CMC performed its uniquie concert programme

Un grup de tineri din Ungaria doreste sa organizeze un schimb de tineret
multilateral pentru vara 2006 in Ungaria care sa reuneasca 8 tari diferite
(dintre tarile Programului Tineret si Tarile Partenere).
De-a lungul celor 10 zile ale proiectului se va realiza un spectacol in
care toti participanti isi vor folosi ideile si experienta in arta
dansului si coregrafiei.
Organizatorii considera ca dansul este o buna modalitate pentru a se
intelege intre ei fara nici un cuvand, folosind limbajul dansului si
avand ca finalitate un spectacol care sa combine diferitele stiluri de
dans.
De asemnea, se doreste sa se organizeze o mare intalnire pentru dansatori
din toata Europa.
Participantii trebuie sa arate cine sunt prin organizarea de ateliere de
lucru.
Obiectivele acestui schimb de tineret sunt:
1. sa se creeze un grup mare, real care sa faca o buna performanta;
2. se doreste planificarea unui alt nou schimb prin care sa arate
tinerilor cum se realizeaza un schimb de tineret;
3. incurajarea dialogului intercultural in randul tinerilor si sa-si faca
cunoscute culturile, realizand impreuna ceva.
Vor fi de asemenea implicati in cadrul proiectului si dansatori
profesionisti de dans modern.
Titlul proiectului va fi: Dance All Around Europe! si se va organiza la
Kecskemét, Hungaria in perioada 7-17 iulie 2006.
Participantii: 6 tineri /tara cu varste cuprinse intre 17-25 ani + 1 lider
care poate depasi varsta de 25 de ani.
Toti participantii trebuie sa fie dansatori cu experienta care sa fie
capabili sa lucreze in grupuri mici de-a lungul workshop-urilor.
Proiectul va fi depus la Agentia Nationala din Ungaria, institutia care
implementeaza Programul Tineret in Ungaria, la termenul limita 1 februarie
2006.

1. How Europe sounds with Turkey: A dance/music project marrying some traditional Turkish music/dance with European counterparts
2. Art Of Water: Turkish Bath Experience Crossing Europe: A documentary movie project to be shooted in Turkey, Greece, Austria, Germany and Hungary
3. Turkey in Europe Family Picture: A photography project to be shooted in
84 Turkish and 84 European locations.
4. Long term collaboration for cultural events: We also manage projects for producing events for a cultural center in performing arts, visual arts, fairs and conferences/training.

Delegatia Comisiei Europene in Romania a ales cele 20 de
localitati castigatoare ale concursului de actiuni comunitare “Satul
romanesc, sat european”. Dintre cele 228 de localitati din 39 de judete
care au inscris in concurs actiuni comunitare, 20 au fost desemnate
castigatoare si li s-a acordat titlul de „Sat european”.
Comuna Musetesti este una din cele 20 de localitati castigatoare.
Centrul de Informare si Consiliere Euro House din Musetesti a fost
evidentiat ca avand un rol hotarator in dezvoltarea dimensiunii europene
la nivel local.
Acest proiect face parte dintr-un program pilot, EURO HOUSE
Networking, dezvoltat de Asociatia Tineri fara Frontiere in judetul Gorj
in parteneriat cu Prefectura Judetului Gorj, Consiliul Judetean Gorj si 11
primarii din Judetul Gorj.
Programul a primit finantare de la Autoritatea Nationala pentru Tineret -
ANT si Agentia Nationala pentru Sprijinirea Initiativelor Tinerilor- ANSIT
prin programul European Tineret, finantat de catre Comunitatea Europeana.

PROJECT: E.U. inter ethnic culture Festival
COUNTRY: Italy
DESCRIPTION: The aim of this project is to present the organisation of a European-wide music Festival,with the participation of one or more groups from each European Union country,expressing in the most authentic manner the sensitivity of that country.
The festival should be held in Italy(and on tour should this eventuality become possible)on three separate occasions over a period of three years-start in the Summer of 2006.Each group from the participating country will perform just Once between 2006-2008.Notwithstanding the individual musical performance There should also be a multi-medial aspect to further spread this experience(via Film,exhibition,poetic and theatrical performance;accompanied by simultaneous translation).
The hope is to allow free expression culturally to the individual country represented.
Also planned during the last six monthes of 2008 is the bringing together of One mass group of musicians and singers selected from the participatring performers (who will perform a variety of arrangements on an ad hoc basis:an Inter-ethnic E.U.
group).
Following the festival there will be a multi-lingual CD-ROM(or DVD)edition which better sythesises the historical expression of the art and culture of these countries, (to spread this theme throughout Europe but aboveall on a school level).

The festival should be held in Italy(and on tour should this eventuality become possible)on three separate occasions over a period of three years-start in the Summer of 2006.Each group from the participating country will perform just Once between 2006-2008.Notwithstanding the individual musical performance There should also be a multi-medial aspect to further spread this experience(via Film,exhibition,poetic and theatrical performance;accompanied by simultaneous translation).
The hope is to allow free expression culturally to the individual country represented.
Also planned during the last six monthes of 2008 is the bringing together of One mass group of musicians and singers selected from the participatring performers (who will perform a variety of arrangements on an ad hoc basis:an Inter-ethnic E.U.
group).
Following the festival there will be a multi-lingual CD-ROM(or DVD)edition which better sythesises the historical expression of the art and culture of these countries, (to spread this theme throughout Europe but aboveall on a school level).

Programul Cadru 7 bate la usa. Exista o mare probabilitate ca primele apeluri sa fie lansate in trimestrul IV 2006. Avand ca baza informatiile oficiale existente despre PC7 (www.cordis.lu/fp7) a inceput deja procesul de formare de consortii care sa participe la primele apeluri. Mari institutii de cercetare din Europa ne-au contactat pentru a identifica sau certifica posibili parteneri din Romania. Pentru a initia un astfel de dialog partenerii romani trebuie ca la randul lor sa fie informati despre PC7 si particularitatile sale, comparativ cu PC6, si sa aiba capacitatea de a demonstra ca sunt parteneri avizati, competenti si pregatiti pentru constituirea unui parteneriat demn de incredere. In aceste conditii, pentru a asigura o informare obiectiva si competenta asupra PC7 initiem o serie de evenimente care au ca scop prezentarea PC7 atat in asamblul lui cat si pe teme (in PC7 nu mai vorbim despre "prioritati" ci despre "teme").
Prima manifestare de acest gen va avea loc la Bucuresti, in zilele de 27 si 28 septembrie 2005, la Sala Bibliotecii Academiei Romane, incepand cu ora 9.30. Programul este atasat. Prima zi abordeaza domenii de interes pentru toate domeniile de activitate, iar a doua zi este dedicata "temelor". Prezentarile vor avea loc succesiv, insa participantii pot opta pentru sesiunile care prezinta interes pentru ei. Vor fi prezenti si reprezentanti ai Comisiei Europene, Directoratul General pentru Cercetare.
Avem rugamintea ca aceasta informatie sa o difuzati cat mai larg, inclusiv la partenerii dumneavoastra din mediul economic si sa va inregistrati participarea la colegul nostru domnul Vasile Lungu (vlungu@mct.ro), tel./fax: 318.30.73. In activitatea organizatorica dansul va fi secondat de domnul Silviu Roman (sroman@mct.ro) cu aceleasi coordonate telefonice.
Va multumim anticipat pentru efortul dumneavoastra de a va alatura echipei noastre, astfel incat, impreuna, inca de la primele apeluri sa asiguram o participare romaneasca la PC7 pe masura potentialului existent in Romania.

Pe data de 20.09.2005, a avut loc intalnirea ANOSR (Alianta Nationala a Organizatiilor Studentesti din Romania) cu reprezentantii MEdC (Ministerul Educatiei si Cercetarii).
ANOSR nu este multumita de modalitatea de dialoc cu MEdC. S-a stabilit ca dl. Director Ion Ciuca sa fie reprezentantul MEdC pentru relatia cu studentii.
MEdC propune si sustine Ministerului Finantelor alocarea sumelor necesare pentru majorarea subventiei camine-cantine de la 600.000 ROL la 965.000 ROL datorita cresterii preturilor la utilitati, o data cu prima rectificare bugetara. MEdC va intreprinde demersurile la Ministerul Finantelor pentru a gasi si alte solutii pana la rectificare.
MEdC a obtinut de la ANRE (Agentia Nationala de Reglementare in domeniul Energiei) renegocierea la cel mai mic tarif oferit consumatorilor casnici si a informat in scris institutiile de invatamant superior privind necesitatea renegocierea contractelor de furnizare a energiei electrice.
MEdC va monitoriza trimestrial cuantumul energiei de camin in functie de gradul de confort.
S-a stabilit ca organizatiile studentesti nationale sa desemneze reprezentanti care sa participe in procesul de derulare a licitatiilor pentru reabilitarea caminelor.
MEdC a fixat preliminatul de buget pentru 2006 la nivelul de 5% din PIB. ANOSR (Alianta Nationala a Organizatiilor Studentesti din Romania) sustine procentul cerut de catre MEdC.
MEdC a pus la dispozitia studentilor copii dupa ordinele de plata pentru sumele acordate pentru efectuarea de reparatii capitale la caminele studentesti.
Se vor verifica contractele de reparatii si vor fi penalizati responsabilii pentru intarzieri. In cazul in care firmele contractante sunt cele responsabile vor fi penalizatesi nu vor primi recomandare din partea MEdC pentru alte licitatii publice.
MEdC va informa organizatiile studentesti nationale cu privire la acordarea transei de 20 de milioane de dolari din imprumutul BERD si BEI.
MEdC se angajeaza sa precizeze cate camine vor intra in reparatii capitale in cazul acordarii a 5% din PIB, pana la data de 6 octombrie 2005.
ANOSR propune extinderea subventiilor de transport si de camine cantine si pentru studentii de la masterat si doctorat (in contextul noii legislatii in vigoare).
Se stabileste ca la data de 6 octombrie, ora 10:00, la Sala de Consiliu a MEdC, etajul I sa aiba loc o intalnire cu reprezentantii MEdC si CNFIS pentru explicarea si revizuirea indicilor si coeficientilor calitativi pentru acordarea subventiilor si finantarilor de la Buget pentru invatamant. Orice modificare privind ora sau locul intalnirii se va comunica in timp util prin intermediul e-mailului.
Se stabileste faptul ca reprezentantii organizatiilor studentesti nationale vor nominaliza reprezentanti ce vor fi colaboratori externi pentru ARACIS.
ANOSR se angajeaza ca sa furnizeze MEdC o propunere de amendamente pentru Legea Burselor.
Se va constitui un grup de lucru pe tema legii practicii, ce va avea in componenta sa reprezentanti ai tuturor actorilor implicati in proces (MEdC, organizatii studentesti nationale, sindicate, patronate, companii si firme ofertante), ce va furniza in termen de o luna un text de lege privitor la practica studenteasca.

The Bogliasco Fellowships Program
Bogliasco Fellowships are awarded, without regard to nationality, to qualified persons doing advanced creative work or scholarly research in the following disciplines:

In the Arts, the Study Center welcomes persons doing both creative and scholarly work (such as Art History, Musicology, Film Criticism, and so on). With respect to Dance, Music, and Theater, however, the Center does not have rehearsal studio space for persons wishing to work extensively in performance.
Applicants for Fellowships are expected to demonstrate significant achievement in their disciplines, commensurate with their age and experience. In addition, they must submit descriptions of the projects that they intend to pursue in Bogliasco. An approved project is presumed to lead to the completion of an artistic, literary, or scholarly work, followed by publication, performance, exhibition, or other public presentation.
Approximately 50 Bogliasco Fellowships are awarded each year. They are scheduled during the two semesters of the traditional academic year. During 2006-2007 the dates are as follows: September 11 to December 15 (fall-winter), and February 12 to May 18 (winter-spring). Fellowships usually have a duration of one month (31-32 days) or, in some cases, a half semester (48 days). In special circumstances residencies of other lengths may be approved.
Application deadlines are as follows: January 15, 2006, for the fall-winter semester beginning in September, 2006, and April 15, 2006, for the winter-spring semester beginning in February, 2007.
Bogliasco Fellows may be accompanied by spouses (or spouse-equivalent companions) during their stay at the Liguria Study Center. Spouses or companions who intend to pursue a project in one of the disciplines, and who wish to be designated as Bogliasco Fellows, must submit separate and complete applications. The Bogliasco Foundation encourages such joint applications.
Applications for Bogliasco Fellowships are reviewed twice a year by The Bogliasco Foundation Selection Committees. The following documents, which may be presented in English, French, German, Italian, or Spanish, are required of all applicants:
(1) The completed application form (with personal data, project abstract, preferences for residency dates, and other information).
(2) A short-form curriculum vitae, no more than three pages in length.
(3) A description of the project, no more than one page in length, that the applicant would pursue during her/his Fellowship.
(4) Three reference letters that provide an assessment of the applicant’s professional achievements and an evaluation of the proposed project.

Overview
Through the Federal Commission for Scholarships for Foreign Students (FCS), the Swiss Government grants foreign students university scholarships (Swiss universities, Federal Institutes of Technology). These scholarships are offered on the basis of reciprocity (fixed number of scholarships for each country) or within the frame of a scholarship pool (scholarships without fixed distribution by country). They are intended for students who have graduated from university (postgraduates) and who, by staying in Switzerland, will be able to further their education and to undertake research work in the fields in which the Swiss universities are particularly active.
To a limited extent, scholarships are also offered for postgraduate studies at the Universities of Applied Sciences. This applies to the group of European countries included in the scholarship pool (see AP/Basis pool system). Students must have graduated from a university or university of applied sciences with at least a Bachelor Degree and enrol in Switzerland for studies at post-graduate level. This offer applies for the seven universities of applied sciences, not including teaching colleges. In the field of the arts (design/music), the conditions for arts students relating to the country offer apply (see below).
This program is valid only for studies in Switzerland. It is not valid for on-the-job studies, part-time studies or correspondence courses.
In the framework of a special allocation, scholarships for advanced arts students (without fixed distribution by country) are offered to the best applicants who are already at an advanced stage of their training. This offer is restricted to those countries with which there are scholarship programmes on the basis of reciprocity.
The scholarships are offered in principle to foreign governments. The applications have to be submitted for a preliminary selection to the national institution in charge and the Swiss diplomatic representation in the student’s country of origin. The Swiss diplomatic representation will thereupon forward the pre-selected applications to the FCS for definitive selection. Finally the Federal Department of Home Affairs awards scholarships on the advice of the FCS.
As part of a special allocation, the Swiss Government provides a number of additional scholarships to postgraduates from Central and Eastern European countries (pool system, no fixed number of scholarships for each country). The conditions are described in a special notice.
Relevant countries and range of scholarships
University scholarships are granted to candidates from both industrial and developing countries. The offer of scholarships from universities of applied sciences applies to students from European countries in the framework of the pool system. Arts scholarships are limited to countries offering reciprocal scholarship programmes.
Countries which have received scholarship offers for the 2006/2007 academic year are listed below according to country group. The detailed conditions for scholarships vary according to the country group.

Unless otherwise mentioned, the conditions mentioned below apply to all groups.
Study location
In principle, the recipients can study at any Swiss university or Federal Institute of Technology and the universities of applied sciences. For fine arts and music, scholarship holders can attend the respective public schools and conservatories.
Duration of scholarship
The duration of the scholarship is for the nine-month academic year.
The scholarships for students of country group A in principle can not be renewed. This rule is also applicable for fine arts and music (country group C).
Scholarships for students at universities and the Federal Institutes of Technology (country group B) may in principle be renewed for a second year at the most, provided that the academic results justify it, the extension is necessary, the university and the delegate of the FCS support it, and only if there is no other agreement with the responsible authorities of the host country. Only exceptionally and after a year of probation, the recipient may be granted an extension of the scholarship to undertake a doctorate. There are no scholarships available for undergraduate studies.
Scholarship amount
The scholarship amounts to a monthly payment of
* Sfr. 1’600.- for students who do not yet have a degree from a university/college (the B.A. and the B.Sc. degrees are not always recognized as university degrees)
* Sfr. 1’820.- for postgraduate students
* Sfr. 1’820.- for fine arts and music students
* Sfr. 4’500.- for the language course in Fribourg (3 months).
Fees
The Federal Commission for Scholarships basically assumes none of the study fees. At present, the universities and Federal Institutes of Technology do not require scholarship holders to pay general university semester fees but do often require payment of fees for postgraduate courses such as for the MBA. Should the Universities of Applied Sciences and fine arts schools not waive the fees, it is up to the scholarship holder to arrange payment.
Insurances
Every resident in Switzerland must be insured against sickness (except for dental care) and accidents. Usually, the scholarship holders are insured through the FCS. Scholarship holders from EU and EFTA countries have special agreements. Last-minute changes are possible.
Travel expenses
Recipients from European countries pay their own travel expenses to Switzerland as well as back to their country of origin.
Recipients from non-European countries pay their own travel expenses to Switzerland, but the FCS pays the return ticket (except for family members). However, return travel will not be offered if scholarship holders extend their stay in Switzerland beyond six months after completion of their studies, or if they take up employment pending the continuation of their studies or if they move to a third country.
Application requirements
The candidates must have a good performance capacity and a clear study goal. With the application they must hand in comprehensive and precise details about the theme and the orientation of the planned work. It should not involve on-the-job studies, part-time studies or correspondence courses.
In making their applications, the students should take into account the possibilities offered by Swiss universities. Information on the courses given at Swiss universities as well as schools for fine arts or music can be obtained on Internet. In their choice of study, candidates should keep in mind employment possibilities in their own country.
Before applying, candidates should find out whether the planned study programme or research project can be carried out in the university concerned by contacting a professor or those responsible for the postgraduate course. On making contact, the candidate will have to submit copies of the diploma with grades, a detailed study plan and a curriculum vitae. Should this contact not be made, the respective institution in the host country or the Swiss embassy can reject the candidature.
In order to clarify admission, the universities can request additional information or set certain conditions.
Candidates who submit their applications within the frame of a cooperation program between the academic institution (institute, laboratory, etc.) of their country of origin and in Switzerland have a certain priority.
On the other hand, candidates who are already in Switzerland or a third country can be rejected by the Swiss embassy or the relevant institution of the host country. The CFS does not give them priority status even though they are supported by the responsible authorities.
Candidates must be under 35 years of age when applying(1.1.1971 or younger).
Proficiency in German, French or Italian is required for studies at a Swiss university or art institution. In some cases the candidate’s knowledge of English will also be tested.
The Swiss embassy or consulate sets a preliminary language examination. If satisfactory language ability cannot be demonstrated, the candidature is basically turned down. If there is doubt whether the candidate can follow lectures in French or German without problem, the scholarship is granted only on the condition that the candidate take a preparatory language course in Fribourg from the middle of July to the middle of October. They will receive a scholarship for this course and are exempt from all course fees. Students who have the "Diplôme de langue" of the Alliance Française or the "DELF 2" or the "Zentrale Mittelstufenprüfung" (ZMP) of the Goethe Institute or an equivalent diploma are exempt from attending the language course. A special regulation applies for eventual Italian courses.
Obligations of a scholarship holder
Scholarships holders must live in Switzerland at their study place. They must comply with FCS directives, regulations concerning the residence of foreigners in Switzerland and with university / art institution regulations. The FCS does not have the authority to decide on the possibility of bringing the family of the scholarship holder to Switzerland. This is left to the Federal Aliens Police which at present deals with requests very restrictively. As a rule, family members cannot be brought into Switzerland in the first year of study.
When accepting the scholarship, candidates may have to give their written agreement to return to their country after completion of studies in Switzerland.
Scholarships of the FCS cannot be awarded concurrently with other scholarships. If a scholarship holder has another scholarship or other financial support (salary), he has to turn down the FCS scholarship.
Application procedure
Usually, application forms can be obtained from the ministry of education or institution in charge of scholarships in the country of origin of the candidate or from the Swiss diplomatic representation. The Swiss representation will gladly supply further information if needed.
Deadline for applying for 2006/2007:
Applications for scholarships have to be sent to the national institution within the deadline (usually by the end of October of the previous year): 3 copies (for country groups A, BR and C) and 4 copies (country group BP). More information about the precise deadline can be obtained at the national institution or at the Swiss embassy.
Every application must contain the documents listed below in the order given:
1. FCS application form usually supplied by the national institution in your country responsible for foreign scholarships; the Swiss representative will gladly supply the exact address;
2. photocopies of secondary school certificates, or equivalents (not for arts studies);
3. photocopies of certificates from previously attended universities/colleges and diplomas with grades; for arts students, photocopies of certificates and diplomas with grades of previously attended conservatories, music colleges or arts and crafts schools
4. letters of recommendation from 2 professors;
5. precise and detailed plan outlining the program of study or research you intend to do in Switzerland;
6. curriculum vitae;
7. confirmation from a professor at the intended Swiss university/college that the scientific supervision of the study project is guaranteed; for postgraduate or master courses, please contact the course directors and enclose the reply or the letter of admission;
8. 1 health certificate (on the intended FCS form)
9. other documents (language certificates, etc.).
Applicants for scholarships in the area of graphic and applied arts as well as music (only for arts students from country groups AR and BR) have to include the following additional details and documents:
10. for painters, graphic artists and sculptors: photographs of 3 pieces of their work, rough drafts (with date of creation);
11. for musicians: high-quality tape recordings of 3 different styles of music if the music involves interpreters and directors. Composers have to submit their scores.
If the above list of documents is not submitted in German, French, Italian or English, then an authenticated translation in one of these languages must be included
Applications which are incomplete or badly prepared will not be considered!
For admission at Swiss universities, the scholarship holders need the originals of the certificates and diplomas.

Be a current second-year undergraduate student
studying American
Studies, Art History, Classical Studies, Cultural
Anthropology,
Economic Theory, Fine or Performing Arts, History,
International
Relations, Journalism, Law, Literature and Languages,
Philosophy,
Political Science, Sociology, or Women's or Gender
Studies.
Be enrolled in an accredited university in his or her
home country.
Be in his or her second year when applying and have at
least one year
of study remaining at his or her home university when
the applicant
returns.
Have an outstanding academic record.
Have a history of community and/or extracurricular
involvement.
Have spent previous two years in residence in home
country.
Have not attended an university in the United States.
Have not attended high school in the United States for
more than one
academic semester.
Be fluent in reading, writing, and speaking English.
Be able to begin studies in the summer of 2006.
2006-2007 Undergraduate Exchange Program
The Open Society Institute (OSI) is pleased to
announce the
Undergraduate Exchange Program (UEP) for the 2006-2007
academic
year. UEP supports students from Bosnia and
Herzegovina, Bulgaria,
Croatia, Macedonia, Moldova, Mongolia, Romania, and
Serbia in the
U.S. for one-year of non-degree academic studies. The
program seeks
to assist educational and civic development in
Southeastern Europe
and Mongolia by exposing participants to a liberal
arts curriculum,
different models of classroom instruction, community
service work,
and civil society related programming. The UEP
combines the U.S.
liberal arts academic experience with exposure to
American social
issues and civic development through involvement in
community service
related work. The program aims to create lasting ties
among
participants and their American colleagues thereby
contributing to
cultural understanding and tolerance.
Participants attend a university or college in the
United States for
one year. While in the U.S., grantees agree to
complete 25 hours a
semester of community service work in an area of
interest to them.
At the end of the year, they are expected to return
home to complete
their degrees. Once back in their home country,
grantees agree to
complete a community service internship or service
project in their
own community.
The Program does not discriminate on the basis of
race, color, sex,
religion, sexual orientation, or disability. To be
eligible for the
Undergraduate Exchange Program, applicants must:
Participant selection and university placement is
determined by a
panel of experts in the United States. Candidates do
not apply to a

OBIECTIVE GENERALE:
In cadrul acestui apel pentru propuneri de finantare se poate oferi asistenta financiara activitatilor de dezvoltare si implementare a politicii comunitare de mediu si a legislatiei din diferitele regiuni ale Europei. Programul va contribui si la consolidarea institutionala a asociatiilor mici de la nivel regional sau local, care actioneaza in vederea aplicarii acquis-ului comunitar din domeniul mediului si al dezvoltarii durabile in zonele lor.
Sprijinul acordat de acest program va viza zonele prioritare din Programul 6 de Actiune pentru Mediu (2):
- limitarea schimbarilor climatice;
- natura si biodiversitate – protejarea unor resurse unice;
- mediul si sanatatea;
- asigurarea durabilitatii managementului resurselor naturale si al deseurilor.
In plus, continua sa ramana de interes si implementarea si aplicarea legislatiei comunitare de mediu si educatia in domeniul mediului.
CINE POATE SOLICITA FINANTARE:
Programul este deschis participarii ONG-urilor europene din:
- Statele Membre,
- Bulgaria, Romania,
- Turcia,
- Fosta Republica Iugoslava a Macedoniei, Albania, Serbia si Muntenegru, Bosnia si Hertegovina si Croatia.
CONDITII DE FINANTARE:
Asistenta financiara furnizata in acest apel pentru propuneri de finantare se va acorda in masura disponibilitatii fondurilor.
Contributia comunitara nu va depasi 70% din media costurilor elegibile anuale auditate ale solicitantului, pentru o perioada de 2 ani, in cazul ONG-urilor din cele 25 de State Membre si de 80% in cazul ONG-urilor din Bulgaria, Romania, Turcia si statele din Balcani, insa nu vor depasi 80% cheltuielile eligibile ale solicitantului pentru anul curent.
Suma totala a finantarii nerambursabile va fi stabilita dupa acceptarea de catre Comisie a declaratiei financiare auditata a beneficiarului.
TERMEN LIMITA:
Proiectele trebuie depuse cel mai tarziu pe data de 3 octombrie 2005.
